Windows resets my taskbar settings and user folder location

Hello, my computer randomly resets my settings, which are for example:

Taskbar buttons: Never Combine back to Always Combine
Also, it changes my custom user folder location from D:/xxxx/Downloads back to C:/Users/xxxx/Downloads and there is no option to change the location when I right click.

Any idea why this is happening? :confused::confused::confused:

My problem, is no actually the taskbar resetting. Its 3 click to change the settings. My bigger problem is that Windows reset my user folder paths and when that happens, the Location tab is missing. Only thing that fixes that is a system restore. And the weird thing is, I just did a clean install and its happening again!
