Windows search not returning email results

I've got two Windows 7 pro PC's (one is 64bit the other 32). Both have Outlook 32bit 2016 installed. The 32 bit PC returns mail items in the search results when the user searches from the search box in the Start Menu, but the 64bit PC doesn't.
What I have done.

1. Rebuilt the index
2. Ran a repair on the Office installation package
3. Unchecked Outlook in the Windows index locations, rebuilt the index, then checked it again and rebuilt the index.
4. Included the PST location in the index locations even though I know it wouldn't change anything but it was better than doing a rain dance at this point......
5. Haven't checked the permissions on the index location. Gonna do that next.
6. Ran CHKDSK
7. Ran the indexing troubleshooter in the Indexing control panel. No results

I would ditch Windows search. I have done this and disabled indexing the drive. I use Everything.exe which is a lot better and faster. Downloads - voidtools
