Windows Security Center Service

I need help with this problem bad. I have been useing MS Security Essentials version 1 for a long time with no problems at all. When the version 2 came out I downloaded it and then found out that I would have to delete any virus or spyware programs before installing version 2. So I thought I would give it a try to see if I would like the new version. I deleted the version 1 and installed the version 2. Was not lone before I was getting a red X in my Action Center notification by clock. When I opened the action center it said I needed to start Windows Security Center Service. Had a block to click on to start, will not work. Can't figure out how to fix the problem. So decided to dump MS Security Essentials as I have been told no one program can do all as I wanted to use the two programs I had lifetime for, Superantispyware and Malwarebytes. I was told that Avast free was a good choise to use. So downloaded it and installed. But no matter what I do I still get Windows Security Center Service needs to be started
This is on a Windows 7 Pro 32 bit computer. I have a Windows 7 Prem 64 bit laptop that I installed Avast on and Have no problems.
Can anyone help, please, or had the same problem that found an answer.

Thanks p5bdkw for your reply. I got to where you showed, but at a differant way. Got to Security Center which was set to Automatic (Delayed Start) Clicked on start, but got error saying, Windows could not start the Security Center Service on local computer, Error 5: access denied.
