There are lots of differences. One is a client (win7) and 1 is designed to be a server (2008). The server offers various basic network services such as DHCP, DNS, WINS, VPN, Active Directory, Certificate Services, IIS Web Server, FTP Server, etc. Server 2008 is far more expensive to buy licenses for.
