windows services that won't allow access

I am the admin of my home pc and i just recently installed w10 over w7. Now i cannot disable certain things like defender firewall and other things in the services window. There are settings in windows aside from the services window where it DOES allow me to turn these things off, but they act like they've been turned off yet are still running. How can i turn off anything i want? Theres got to be a way but google has NOT been my friend in this endeavor.
