Windows Software(s) for limiting the user's accessibility.

Hello guys, I got a small job here at our school's organization and they had given me some task to do. They were asking me to install a computer program on their Windows machines. They want a program that limits the user's usability, in terms of programs displayed in the computer. They want me to install a program that could control the user's eligibility to install programs and limits the programs that they'll be using. I know there's UAC, but they don't like it. So guys, is there any programs that will fit this function? A program that automatically restricts certain windows functions without prompting the user for passwords. Basically they want a application which is not so intrusive, etc. Something that I can use to restrict the users from accessing certain programs and keep them out from installing random softwares and that I could choose which program are allowed to be run on the machine.

Windows 7 has something similar to what you describe already built-in, AppLocker, that seems to fit your needs. What it does is to restrict what programs each user on the computer is allowed or forbidden to run based on its configuration. Never used it really, but have a look here to see if it can be useful:
