Windows Task Manager Losing Top Bar+tabs

I HEARD that this is an issue with the built-in motherboard video card and my graphics card driver. turning it off was the only solution i could find, BUT wouldn't that mean that if i reinstalled w7, it wouldn't have video UNTIL i installed my video card driver? Which means it would make reinstalling impossible since it relies on onboard video before it installs?

Please Help!

task bar disappeared

Gee, just after the Win7-SP1, the task bar on Task Manager vanished. Without this forum, I would NOT have learned the trick of double-clicking the margin of the window. Thanks.
