Windows Task Scheduler is grayed out

I want to defragment my hard drive but it wont let me due to the task scheduler being disabled. I go to open up the task scheduler and it says "The remote computer was not found" and it opens the scheduler and all the options are greyed out. Been searching google for a while and cant find a solution I tried going into the registry and changing start from 2 to 1 or 1 to 2 and rebooting but still doesn't work! Anyone have a solution?

my OS is Windows 7 home premium 64bit

How much tweaking like that have you done on Win7, as it may have caught up with you?

Run a full scan with Malwarebytes,
uninstall any bloatware AV and install Microsoft Security Essentials, run a full scan.

Next run SFC /SCANNOW Command, report back results.

MSE found nothing

I havent tweeked my computer in anyway I did get it restored by a computer shop, also I have AVG should I take it off now that I have MSE?

Yes, uninstall AVG googling first for a removal tool if available since it is terrible bloatware.
