Solved Windows Update error; cannot start BITS service

Last night there was a power failure (lightning strike) while I was running Windows Update. Today when I run Windows Update I get Error 80246008, and I am unable to start the Background Intelligent Transfer Service (BITS), which gives service-specific error code -2147024713.

What I have done so far to try to solve the problem:

1. Run sfc /scannow, which reports no errors.

2. Deleted the contents of the C:\ProgramData\Application Data\Microsoft\Network\Downloader folder.

3. Run Microsoft Fix It 50202 in Aggressive mode, which is supposed to solve this problem. It reports that it is unable to start the BITS service.

I'm about out of ideas, so some help would be appreciated.

I solved the problem. First, I did a system restore from the last restore point prior to the power failure. But that wasn't the only thing necessary. I then ran Microsoft Fix it 50123, which apparently recreated the damaged files in the C:\ProgramData\Application Data\Microsoft\Network\Downloader folder and successfully started the BITS service. And that seemed to take care of it; Windows Update ran without error. The only trouble with these Fix its and wizards is that you don't entirely know what they do.
