No worries. I figured that was the case, but wanted to make sure there were no additional measures to be taken before I did that. In any event, I have rebooted, run SURT, and attached the resultant CBS zip folder that has the following summary:

I have finally managed to find the manifest that you are missing so I would like to go ahead and fix that:

Windows Update Package Replacement

Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.


  1. Please download the attached file, Packs.zip and save this to your Desktop.
  2. Right-click on the file and select Extract All...
  3. Tick the box labelled Show extracted files when complete then click Extract
  4. A window will open showing two folders, Manifests and Packages
  5. Open the Manifests folder and copy the files into the following folder (if there are any files)

    C:\Windows\Temp\CheckSur\Winsxs\Manifests

  6. Open the Packages folder and copy the files into the following folder (if there are any files)

    C:\Windows\Temp\CheckSur\Servicing\Packages

  7. Run the System Update Readiness Tool (SURT) again
  8. When the SURT finishes installing, copy (Ctrl + C) and paste (Ctrl + V) the contents of the SURT log into your next post please:

    C:\Windows\Logs\CBS\CheckSUR.persist.log

I followed your instructions and pasted the file from the Manifests folder into C:\Windows\Temp\CheckSur\Winsxs\Manifests

FYI: The Packages folder was empty

I attached the resultant CBS zip as the C:\Windows\Logs\CBS\CheckSUR.persist.log contained more than the maximum allowable characters allowed in a post.

I completely destroyed the registry in my virtual machine to try and replicate that error in the hope that I could retrace my footsteps to fix it, but I didn't have any luck. Let's try another approach:

Command Prompt

  1. Click on the Start
    Start%20Orb.jpg
    button and in the search box, type Command Prompt
  2. When you see Command Prompt on the list, right-click on it and select Run as administrator
  3. When command prompt opens, copy and paste the following commands into it, press enter after each

    regedit /e
    %SYSTEMDRIVE%\tom982.reg "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\SideBySide"

  4. This will create a text file called tom982.reg in the root folder of your main drive (e.g. C:\tom982.txt). Please attach this to your next post.

Registry Backup

Please download RegBak (by AceLogix Software) from the link below and save it to your Desktop.
  • Right-click > Extract all... and extract the files to your Desktop
    For 32-bit (x86) editions of Windows, double-click on regbak.exe
    For 64-bit (x64) editions of Windows, double-click on regbak64.exe
    If you are unsure whether you have x86 or x64 Windows, see here
  • Without changing any options, click Next. RegBak will now backup all of your registry hives.



Modify Registry Permissions


  1. Click on the Start
    Start%20Orb.jpg
    button and in the search box, type regedit
  2. When you see regedit on the list, right-click on it and select Run as administrator.
  3. In the left hand panel of regedit, you will see a list of registry keys. Navigate to the following key, right-click on it and select Permissions...:

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing
  4. Click Advanced.
  5. Under the Owner tab, click Edit.
  6. Click "Other Users and Groups".
  7. Click Advanced.
  8. Click "Find Now".
  9. Scroll down and double click on Everyone.
  10. Click OK.
  11. Put the check in "Replace owner on subcontainers and objects", click Apply then change to the Permissions tab.
  12. Under type Deny, single click on any entries and click Remove. (N.B.: There may not be any Deny entries, in which case just ignore this step. Just remove any that do exist)
  13. Click Edit (now on the standard file Property window under the Security tab).
  14. Click Add.
  15. Click Advanced.
  16. Click "Find Now".
  17. Scroll down and double click on Everyone.
  18. Click OK.
  19. Single click on Everyone and then tick the "Full Control" box under Allow.
  20. Click OK TWO times.

  5. Locate Fix.reg on your Desktop and double-click on it to merge it with your registry
  6. Answer Yes when prompted about merging with the registry

  2. Navigate to the following key, right-click on it and select Permissions...:

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing
  3. Click Advanced.
  4. Click on the Permissions tab (should be the default tab).
  5. Select and click Remove on the ALLOW: Everyone entry you just added.
  6. Click OK.
  7. Go to Owner tab.
  8. Click Edit.
  9. Click "Other Users and Groups".
  10. Paste in "NT Service\TrustedInstaller"
  11. Click OK.
  12. Put the check in "Replace owner on subcontainers and objects".
  13. Click Yes on any message boxes which pop-up.
  14. Click Continue on any Access is Denied messages.
  15. Click OK out of the final message box.
  16. Click OK out of everything.

  4. Go to File > Save As... and save it to your Desktop named Fix.reg. Make sure you change the Save as type to All Files (*.*)
  5. Locate Fix.reg on your Desktop and double-click on it to merge it with your registry
  6. Answer Yes when prompted about merging with the registry

I'm not quite sure whether this is good or bad news to be honest. Looking at the log, there supposed fixes are deleting the values that I think we actually want. The winners key is a bit a mystery to be honest and there is no information on it anywhere on the internet so I've had to teach myself as much as I can. From what I can see, the SURT has deleted the values that we actually want, but I'm not 100% on that so we'll come back to it.

For now, I would like you to try updating please! Install every single one of them but could you run the SURT and post the CBS folder after you have finished? I just want to double check I haven't set a time-bomb on your system before I send you on your way! We have registry backups, and I also have a registry script, to fall back on if this is incorrect, but for now let's go with it and see where it takes us.

Windows Update initially installed 98 updates with 39 failures. After restarting my PC, I then manually installed KB2538243 that would previously never successfully install. Thereafter, the remaining failed updates installed with the exception of IE9 for Windows 7 x64 and Windows 7 SP1 (KB976932).

After those results and a restart I tried several times to install both IE9 and SPI via WU as well as manually.

I have also run SURT again and it finds no errors. Additionally, I was able to run sfc /scannow from an ECP and it finds no integrity issues.

I am guessing that I now have a completely different problem at hand.

I'm curious whether you think an In-Place Upgrade is a viable solution at this juncture or should I leave well enough alone? Is SP1 and/or IE9 worth the hassle moving forward?

I was afraid this might turn nasty, but at least we've got a few more updates installed now. Firstly I would like to revert the changes we made to your registry:

Modify Registry Permissions


  1. Click on the Start
    Start%20Orb.jpg
    button and in the search box, type regedit
  2. When you see regedit on the list, right-click on it and select Run as administrator.
  3. In the left hand panel of regedit, you will see a list of registry keys. Navigate to the following key, right-click on it and select Permissions...:

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing
  4. Click Advanced.
  5. Under the Owner tab, click Edit.
  6. Click "Other Users and Groups".
  7. Click Advanced.
  8. Click "Find Now".
  9. Scroll down and double click on Everyone.
  10. Click OK.
  11. Put the check in "Replace owner on subcontainers and objects", click Apply then change to the Permissions tab.
  12. Under type Deny, single click on any entries and click Remove. (N.B.: There may not be any Deny entries, in which case just ignore this step. Just remove any that do exist)
  13. Click Edit (now on the standard file Property window under the Security tab).
  14. Click Add.
  15. Click Advanced.
  16. Click "Find Now".
  17. Scroll down and double click on Everyone.
  18. Click OK.
  19. Single click on Everyone and then tick the "Full Control" box under Allow.
  20. Click OK TWO times.

Registry Modifications

  3. Copy (Ctrl+C) all of the text in the following box and paste (Ctrl+V) it into Notepad

  5. Locate Fix.reg on your Desktop and double-click on it to merge it with your registry
  6. Answer Yes when prompted about merging with the registry


After you have done this, please run the SURT and upload the CBS folder.

P.S. I know the error code isn't an issue any more but just for future reference, if you ever run into an 0x8024200D error then it will always be fixed by manually installing the update from the Microsoft Download Centre :)

Question: Do I need to modify any permissions before reverting the registry via fix.reg?
