Solved Windows Update Error Codes 64C and 643

I cannot install the updates: Security Update for Microsoft Silverlight (KB2668562), Update for Microsoft .NET Framework 4 (KB2468871), and Security Update for Microsoft Visual C++ 2010 Redistributable Package (KB2467173).
I have tried restarting, re installing .netframework 4, and downgrading to 3.5 then retrying.
I have researched these errors and most of them are solved by re installing or downgrading then retrying but that hasnt worked for me. I did have a third party theme installed and used universal theme patcher. I restored the three patched files but still nothing works. I also have noticed when I apply a "stock" theme such as an aero theme my start orb doesnt change back to the original one. A screen shot is attached. Please help!!

Update: I installed the silverlight update but still the other two wont work.

Thank you so much for your reply. Copying the dll to the folders fixed it!! However, I am still having trouble with KB2467173 with the error 64C. Thank you for your help
