Windows Update Error ERROR_SERVICE_DISABLED 0x80070422

When i try to update anything, I receive an error message ERROR_SERVICE_DISABLED 0x80070422. Using windows 7.

I enabled services seen in other threads such as the module service, update, BITS, etc and it is still not updating! Any help?

Followed steps, no malware detected, and set all the services listed to automatic or manual, still same error message
