Windows Update - left hand sidebar missing

Another problem (at least it's totally inconcistent from one install to the next)...

On the primary Windows Update screen, there is a "navigation pane" on the lefthand side (sidebar). From the primary WU screen, when I click on the righthand area "xxx important updates are available", it takes me to the screen showing all the updates that I am allowed to download. However, the navigation pane (left/sidebar) is GONE now. On my prior install, that navigation pane was there on EVERY suboption/subapplet of Windows Update. Currently, that navigation pane/sidebar is only there on the primary WU screen.

Not following at all.

How did WU get set this way from a clean install when prior 2 clean installs did NOT have it missing the sidebar?

I believe I am mistaken (after searching for screen images on Google). I thought that "navigation sidebar" was there on ALL related Windows Update screens. Only on the first.
