Windows Update no longer functioning properly

It fails to install updates and claims that updates have never been installed.
When I search for updates, I receive 80080005.
I attempted to install the latest SURT, twice, but it failed both times.
I was considering going onto SFC scan step, but since SURT failed, I thought I should ask first.

Yep - do the SFC scan, and post the full set of data. Hopefully CheckSUR got far enough in to leave traces behind that we can work out what broke it.

I should probably point out I had to do a clean boot a while back to help diagnose and fix a blue screen crashing problem I had.
Are there any services in particular I should make sure are running that Windows Updates needs?

Unfortunately there's no trace of the recent CheckSUR scan - the latest result is from 2013.

The SFC scan is clear apart from the expected errors.

The background CS data is interesting though.

There are repeated errors of this type...

I suspect that this is in fact merely misdiagnosis, and that either the source file is corrupt, or the target location is not writeable.

Please open an Elevated Command Prompt, and run the following commands:

ICACLS C:\
ICACLS %TEMP%
ICACLS C:\Windows\TEMP
NET STOP WUAUSERV
REN C:\WINDOWS\SoftwareDistribution SDOLD
NET START WUAUSERV


Post the results, then reboot and do a Check For Updates.
Here are some instructions to make life easier :)
1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

I had the same problem but finally got it solved. Go to this website and download the .Net framework repair tool. Once it repaired everything for me I started receiving downloads almost instantly.

I believe NoelDP is going to need to see some or all of the actual logs.

Copy those to your desktop, zip/compress them.

If the zip file is greater the 8 meg, you have to upload to cloud storage, i.e. Dropbox, OneDrive, Google Drive, etc., & post link.

If you right-click a file, there should be an entry in the list that says compress.

In my case I have WinRAR installed, it says: Add to Archive.

Once the zip file is created, you can drag & drop the others on top of the zip & it will add the files/folder to the zip or your can right-click and choose add to archive.

I tried to upload some of the files, but the window said three of them were invalid files.

Not sure if this is the reason, but all three of the "invalid files" are located in Windows/Temp.

I think the reason I wasn't able to attach the files is because they were in Windows/Temp and they're not in the folder anymore.
I need to run the .NET Framework repair tool again and copy them before they're erased.

Yes, you are correct, temp folder is as the word implies, temporary.

Just as the SURT tool which stores the logs in: C:\Windows\Logs\CBS

Run tool again, can't hurt, & log will be temporarily available, until restart to the best of my knowledge.
