Solved Windows Update no longer works after a System Restore to a new HD

I'm running W7 SP1 on a Dell Studio XPS. A bit over a month ago my HD went belly up and I ended up doing a System Restore to a new drive. All appeared to go well and have been using the system with no apparent problem. A couple days ago, it dawned on me that I hadn't seen ant recent Windows Updates. When I checked I found that I was receiving "Windows Update cannot currently check for updates, because the service is not running...."

I have tried various things and did get it the point where Windows update history showed NEVER and last update showed NEVER rather than "the service not running" message, but that has again reverted to the "service not running" state.

I downloaded SURT and attempted to run it, but it errors out with: Installer encountered an error: 0xc8000247

I've attached screen shot, CBS log and Farbar Scan. If I've missed something, please let me know.

Try to start it manually there. What error?

Maybe service Windows Update is normal running.... so a fake error message. I found this a long time ago and helped a few people with it

I too kept getting the same error code 0xc8000247, although on Windows Vista 32 bit.
Any microsoft download, did not work. Defender updates, Windows updates, Internet Explorer, Windows
Media Player and more.
These problems all seem to coincide with the time I upgraded my hard drive from a 160gb to a 500gb.
I used Acronis True Image to clone my original HDD and I appeared to have no issues. However after a while I notice I hadn't got any updates for defender. When investigating, I noticed the automatic updates I'd set up weren't working either.
After weeks and weeks of trawling forum after forum, trying different downloads, registry fixes, and loads of other stuff I eventually came across this

It updates the Intel Rapid Storage Technology Driver (IRRT).
It does specify in the link that it is Western Digital drives, so not sure if this is the link for you, but I am sure that the
Intel Driver is the cause of your problem.

Start "device manager" . Open branch "IDE ATA......" or something like that. Do you see Intel Rapid Storage or something like that? Or intel AHCI SATA....

startup type was already = "Automatic (Delayed Start)"

Stopped and restarted, no change and still received the "the service not running" message.

I then changed the Settings to "Never check for updates (Not recommended)" and then back to "Install updates automatically (Recommended)" and receive the following:

Every time I click on "Check for Updates" the screen blinks and continues to say Never.

Open the list of installed programs. Intel Rapid Storage (or something alike) has been installed?

Well! That seems to have done it. It's again working. Thank you very much!!

Before I mark this as solved, could you please explain to me what Intel Rapid Storage Technology drivers had to do with this? If I didn't have this before, how was Windows Updates previously working? Or is it possible that I did have it, and when I had my hard drive problem, it wasn't properly backed up and the restore never brought it back?
