Windows Vista Update Error 0x00003712

I can not for the life of me get my windows .Net Framework 4.0 update to go through. The error I am getting is 0x00003712. I have called Microsoft but no one really helped me with my situation.

Open cmd (as admin)
type command--- sfc /scannow
If this does not resolve the issue then insert your dvd, boot through it
at the start of setup click "repair"
Now run system repair.
This must resolve the issue.

SFC won't fix this I'm afraid, it doesn't scan these areas. A repair install is a bit overkill to be honest, this can be wrapped up in less than 5 minutes.
