Windows won't load need help

The system was set to limited restore so no restore points were available. I tried using the Windows7 32bit repair cd and it didnt pick up anything. I don't have Windows7 bootcd to repair the OS. I tried using last working configuration and still nothing works. help plz

Well this computer im using is running on Vista. The computer im trying to fix is running Windows7
