Windows won't startup

Ok i just installed windows 7 ultimate 32-bit on my pc for the 2nd time in a row. and i got the same issue. My windows won't start It just stays at a black screen with a little white "_" blinking there. and i've also waited for an hour and it's still like that. I know my computer Can handle windows 7 because i've previously had it but had to reinstall due to some sudden issue's (It was a clean install)
I was able to start windows after the second install but when i rebooted for updates i got the screen again. I'm on my little bro's PC posting this and his is the same but runs windows 7 ultimate with ease.

Anybody know how i can fix this??

I suggest a startup repair, and then a system restore if that doesn't work.

Thanks but could you tell me how i would do that?
Because it only starts the bios and then goes into that blank screen

Owh never mind, got my cd running through the boot selector thing ^^

Follow the instructions in the links I included. You will need to boot from the Windows DVD to do a startup repair.

I've started a repair and a restore but both didn't work I think i might have to reinstall again...

Did the restore finish successfully, but just not solve your problem?

Make sure you chose a point well before the problem arose.

it finished succesfully and i did the earliest one possible but no avail.

I got my Copy From A Professional Computer store. I went there this afternoon and it seems that there was something wrong with the disk so i recieved a new with and got half of the price i bought it at returned to me
