Here are some instructions to make life easier 1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt. 2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once. 3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

as much as I can get - usually on a dongle/phone, so <1MB/s
It apparently installed after i've turned on the win update, but when i run the dxdialog it show dx11 and not dx 11.1, so it's installed but not sure if it's working
But following the results that you've requested.
C:\Users\Hidamen>NET START BFE
The requested service has already been started.
More help is available by typing NET HELPMSG 2182.
The ..422 error normally indicates a disabled service - the ones I asked you to test are all the ones involved with the Windows Updates service except the most important one (which I forgot!)
please run the following commands...
NET START TRUSTEDINSTALLER
SC QC TRUSTEDINSTALLER
post the results.

The Windows Modules Installer service is starting.
The Windows Modules Installer service was started successfully.
To be honest - I have no idea
- but then historically, even Dx9 never went the .1 route - using instead the a/b/c route (if memory serves?).
I don't think that DirectX is viewed in the same way now as it used to be (notice the lack of any file-version data in the dxdiag report nowadays?), and that it's considered a minor part of the OS, and updated as such. I can't remember seeing any directx-specific updates in the listing since Vista was released.
