WinRAR not preserving date accessed of folders

Hello everyone, I am having a problem retaining folder date and timestamps using WinRAR. I am trying to make a .zip and when adding folders from within the C drive, the folder's date accessed is offset by some minutes or some hours at random. Sometimes the date modified would also be mismatched. I used the graphical UI and also the command line --- the same problem is occuring. I have used -tsc -tsm -tsa, -ts4, -ts options when unzipping and comparing the extracted folders against the originals, they still dont match. 7zip gives the same results. Can anyone reproduce the same issue as me? Thank you!!

I am using WinRAR 6.20 beta 3 (64 bit) and on Windows 10 enterprise x64
