WinUpdate & BITS not working

Windows Update won't update. BITS won't start.

History: This machine acquired the dreaded TDSS rootkit. Dr.Web's CureIt! run from a USB memory stick removed the rootkit, but after that Update wouldn't run. (A Rootkit is malware than can be worse than a virus.) Update gave the error code 80246008 when it failed to update. BITS gave error 2: The system cannot find the file specified.

Currently: I downloaded and ran the Hotfix for this Win7 Home Premium 64 bit. That made things a bit worse. Update now freezes and won't return an error code. Task Manager won't even remove the Update screen, only a reboot clears away the screen. I ran the scf scan. I cannot get the info from C:\Windows\Logs\CBS....even though I'm logged in as administrator I'm denied access.

I'd really appreciate advice on the next steps to try to restore the WinUpdate function.
