When I receive email from the United Kingdom (Denmow Essex, actually, about 30 miles northeast of London), and the email says, "7:15 p.m.," is that my time or the sender's time? It's my time, right?

Yes, it is your time. All email clients I know, as well as webmail interfaces, present the time according to your system time. So, if I send you an email now, I can see it in my Sent folder as sent at 3:40 AM (CET, UTC +1) on Monday, but you can see it received at 9:40 PM (EST, UTC -5) on Sunday.

I've had some health problems lately which has worsened my insomnia :) Lying in bed with my laptop, surfing and watching the CEO sleep, hoping not to wake her up...
