I have A Dell 546 dual 64. Bios is ok for virtualization, Windows Virtual PC is running, Virtual Windows XP is running (if I have not turned my system off, then it says it is hibernating) and yet I can't get XP mode to open and use the XP desktop?
I have checked my status, I am the admin, my user name has full control, I have checked BIOS. I have everything functioning.
I did turn the system off and when i rebooted and tried the START menu and all programs and virtual windows xp it brought up a window saying I did not have permission to use the program? Go figure?

Help appreciated.

Seems like XP mode got corrupted for you (permissions fault)...I woulf reccomend you to uninstall XP Mode from Programs and Features in the Control Panel and reinstall it to see if everything works

Make sure to check off the show all updates option as well in case you installed the XP Mode ahead of the Windows Virtual PC. The Virtual PC has to go on first followed by a full system restart where you can install the final XP Mode and see that set up and run during the install process.

Hopefully your hardwares support virtualization as well and you used the compatibility tool for that. "How to confirm your PC can run Windows XP Mode" http://www.microsoft.com/windows/virtual-pc/support/configure-bios.aspx

Ok, I did a complete format of Drive C to remove anything that might be wrong and then did all the steps as described and finally it works perfectly.
Thanks for helping
