Yesterday I did a fresh window 7 re-install and ran into a new issue

Are you using any Nvidia Control panel settings? Let's abandon them to see if Nvidia bloatware is interfering as we see occasionally.

Manage your external monitor using only the Windows function for this on the Screen Resolution control panel.

Now type services.msc in Start Search box, turn off all Nvidia Services and set them to Disabled.

These should already have been turned off along with everything except your AV in msconfig>Startup and msconfig>Services (after ticking the box to Hide all MS Services).

After doing all of these reboot PC, then confirm again in Services.msc and msconfig that these changes have been made.

What AV are you using?

no i left them at default settings. the control panel. whats AV ?

All of them are bloatware and not needed unless you've invoked a setting in the Nvidia software itself. So disable all to test.

AV = antivirus.

You must have an AV. Being without one is utterly reckless unless you have a hardware firewall like that in a router. Even then I would install Microsoft Security Essentials to have basic coverage.

Meanwhile download, install, decline trial versions, run full scan with MSE, Malwarebytes and SUPERAntiSpyware
as a new install can easily be infected by reimporting infected files.

Then run SFC /SCANNOW Command

i ran the scan windows resource protection did not find any integrity violations..

ran malewarebytes and found nothing

Have you rebooted to check performance without the NVidia bloatware and reconfirm all of those are shut off?

yes i have and the screen still turns off

and those services are indeed still disabled

Please explain what you mean "the screen turns off" when you provided a video that shows Steam program "Not Responding" which is not the same as the screen turning off.

Are you saying that one screen goes black when this happens, but the other one shows "Not Responding?" Which and for how long does the Not Reponding last? This normally will resolve itself.

um both screens go black for a few moments then go back to normal , then i get a display device has stopped responding and had returned to normal error message

other words it looks like the screen turns off and turns back on, does this 3 times before the game CTD

But you say that other games do the same thing? Then it must be a display driver issue which could be that it is not powerful enough to support the external monitor or spanned image across both. So test it on each separately.

I've asked for assistance from those more familar with Steam games and external monitor on laptop even though I'm using one myself right now, but on a Core i5 with 8gb RAM which can support it.

i believe it is my display driver thats cause the issues but finding a fix is a problem as i dont know where to look for one. i posted on nvidea and lenovo. lenovo says im overcooking but i dont see how im doing that.

also had turned off my monitor and only had my laptop screen and it also went back

That is internal on your monitor then. Browse through the settings buttons.

As to both going blank, did you reset High Performance Power Options plan to Defaults?

Do you have a bootable game CD you can use without the hard drive to see if the problem persists? If you can't fine one then use Peppermint3 - Create Live CD/DVD/USB To Use For Emergency Backup - Windows 7 Forums to run for awhile to test this, even disable the hard drive in BIOS setup if possible to eliminate it and the OS and narrow it to the hardware as culprit.

i dont not have a bootable game CD as my game runs off steam.

also i did try running on high performance and same. screen turns black

stuck it on default balanced , screen turns black, default maximum performance, samething, screen
turns black

i got a power manager tool on my desktop and its showing 85% cpu usage while my mem says 48% then game CTD

i have power options and and i have power manager

i set power manager to defualt video playblack. screen turns black. nothing im doing is working

i set it to energy star , same thing

Does this game use Flash? I'm not that familar with Steam so don't know for sure but have asked for help from Steamers. If so you can try updating Flash.

Would you be willing to reinstall, possibly to another partition as a test install, following only the steps in Clean Reinstall Windows 7 and without installing anything else except what you know is needed to play that game that's crashing which you clear with us first? Then test game that way? I have no confidence in your install since we don't know what else you've installed. A baseline bare bones install with only what we suggest will eliminate Win7 as cause.

no the game does not use flash.

as for re installing windows. no i'm not comfortable in doing that again. only program i installed was SKSE for skyrim and installed FNIS for skyrim. those two are require to run the mods i added into the game. i had them before with no issue. and chrome, steam and skype thats it also arc for PWE made games. thats all D: i resetted everything back to 2008 when i first bought it

Are you talking about the Power Options built into WIn7? I would only use those. If you have installed some third party program then let us see the link as it may be a known problem.

OK well in that case Lenovo Power Mgmt is the only bloatware I allow back into my PC after a Clean Reinstall, mainly so I can set battery to Long Life and use Fan Reverse. I would still use the Win7 Default Balanced or High Performance settings though.
