A 5 minute YouTube video takes 45 minutes to load for me despite having cable internet. I have the latest Flash Player and Google Chrome browser. My maximum download speed is 3 megabytes per second.

In your specs you say 11mb here 3. Have you run a speedtest at the time you are having the problem? speedtest.net

You can also be experiencing latency because of a driver, etc. download this latency checker and run it. DPC Latency Checker
