It would be weird running 32-bit with such hardware. If you want compatibility with 16-bit games and applications (NTVM) you can install Windows XP in a virtual machine.

What does 16-bit have to do with anything? Both Windows 7 and Windows 10 can be bought in 32-bit and 64-bit versions. I ran Windows 7 32-bit on several computers for years before adding more RAM and upgrading them to Windows 7 64-bit. Now they have Windows 10 64-bit. That means when I ran Windows 7 32-bit I installed the Nvidia 32-bit video driver. When I upgraded to Windows 7 64-bit I ran the Nvidia 64-bit video driver.

Nvidia 10 series, i.e, GTX 1060, video cards had both 32-bit and 64-bit drivers available. Apparently, Nvidia 16 series, i.e, GTX 1650, video cards only have 64-bit drivers available.

The OP only specified Windows 7. He didn't say whether it was 32-bit or 64-bit. To answer the question correctly you have to take that into account.

Sorry, but the nVidia GTX 1650 is considered a rather powerful card and using it in a computer with 4GB or less RAM doesn't unleash its full potential, so I not consider it wise. Naturally I assumed the OP wanted to run Windows 7 64-bit for which drivers exist.
