LOL, sorry.
You would still need to use the diskpart command first like in your post above, then use this command. This command was just a replacement for the one you used instead at step 4 in your post above. See Option Two in the tutorial below as an example.

Ok, Disk 0 is now the selected disk.
I then typed clean all, it appears stuck, nothing is happening, except the white underscore blinking.

The Format fs=NTFS label="Local Disk"you did was for a "full format". It will take a bit to finish., Is there any short cut to jump out from the Full Format to Quick Format?? Is it worth to do so?
Next time, you could use the command below instead to perform a "quick format" that will finish fast.
