yes, you can run it from the command line

works but it brings up the gui

What the update program does is check for updates when you boot your computer. the check for
updaters is most likely in the startup options on your system.
That's why the shield shows on the right side of your status bar when there are updates available.

The screen you posted and RichnRockville described affects automatic updates. You can run Windows Update manually at any time to see if you're up-to-date.
Here is a useful script to download and install Windows updates just from the command line:
Searching, Downloading, and Installing Updates (Windows)
Copy script to notepad and save it to WUA_SearchDownloadInstall.vbs.
Open a command prompt and type CSCRIPT WUA_SearchDownloadInstall.vbs
(dont' forget the CSCript command).
You did not change directory to where the script was.
cd c:\Users\<your userid>\Documents
dir
cscript WUA_SearchDownloadInstall.vbs
You run the CD command to change directory to where the script is saved to. To change drive just type C:, to change directory enter CD and then the path
e.g.
CD c:\Users\<your userid>\Documents
