I did some testing, using your settings in Window Color and Appearance when using Aero or Basic themes it can not be done but using Classic theme it works. See screenshots

You need to remember Windows 7 changed with Aero and Basic themes added.I have been using the same color set since back in the Windows 2000 days
You would need a custom theme to get it to work on Aero or Basic themes.
I can change that for you, using Windows Style Builder and post it here in a zip folder.

This will be a custom theme and you will need to do 1 of these 2 ways of Enabling custom themes for it to work.

I appreciate your time and effort. Thanks. I won't even BEGIN to try to understand why Windows 7 -- or WHEN for that matter -- made those changes -- without warning! 'Cause I'm telling you, I was using that type of colo0r for years -- bad eyes mad the red more easily locatable.
At least I know I'm not totally daft!
As for patching:
The second choice seems the more "friendly" of the two. I could do it...my question would be would it hold up under Windows Update processes? Or would it be something one would always have to "re-do"? I don't see myself "upgrading" to Windows 8 anytime soon, so that isn't an [initial] issue, so if it would remain in effect once complete, I could do that.
Although I certainly appreciate the effort Jerry, I feel bad that you would have to spend "hours" on this for me.

If you use this Theme - How to Apply Custom Themes sometimes you need to repatch if you use sfc /scannow.
This 1 is a service and no need to repatch, it's the1 I use Enabling Custom Themes - Windows 7

I had almost resigned myself to those colors being gone.
Now all I have to do is backtrack and make sure that I can re-do this in case I have a system meltdown!
I hope you're feeling better Jerry. Being sick can be a total pain.
A funny aside: My daughter was a counselor at camp a couple summers ago, and had picked up the nickname 'Bongo' from the kids. She says you stole her name!
So, in the future, until I can shell out the $30 or so for the software, I just need to replace those three files in the system32 directory, and run that one patch, and then the altered theme will be good to go? Too cool...
