Not sure why you are receiving the BSOD, perhaps you can post your question on that subforum here: BSOD Help and Support - Windows 7 Help Forums

and follow the BSOD posting instructions here: http://www.sevenforums.com/bsod-help-support/96879-blue-screen-death-bsod-posting-instructions.html

However, I can tell you that unless you deal with Russian currency, you can safely hide this update and skip it. Here is info on that update.

Update to support the new currency symbol for the Russian ruble in Windows
After you apply this update, the new Russian ruble symbol can be input by using the physical keyboard, Windows on-screen keyboard (osk.exe), or Tablet PC Input Panel (Tabtip.exe) in Windows 8.1, Windows RT 8.1, Windows Server 2012 R2, Windows 8, Windows RT, Windows Server 2012, Windows 7, and Windows Server 2008 R2. Additionally, the new currency symbol is added under the Currency tab of the Region settings in Control Panel.

We have defined the new keyboard combination for Russian, Tatar, Bashkir, and Sakha. Check out the hotkey combinations in this article.

My Win7.64 PC is blue screening after this week's updates but luckily I have a recent image to restore. Updating that image crashes just after "Starting Windows" shows on the 2nd reboot onwards every time. So far I've narrowed it down to one of these: KB2970228 (the Russian key one), KB2980245 or KB2981580.

Edit: mysterious, after lots of image restores and win updates, it seems to be another one, KB2982791, a fonts update is causing blue screens after 2 reboots. I've decided to hide KB2982791, KB2970228 and KB2981580 and now all is well. System is Win7.64 with Intel Core2Duo, Asus P5QL-e m/b, Nvidia 9500GT, Samsung HD.
