Solved Live Mail error 0x800ccc19

Hi
Since I installed Win7 Pro about 18 months ago I have had email problems, my browser is Chrome and I use Windows Live Mail, my ISP is Tiscali my email address is @tiscali.co.uk as the tiscali mail has never worked well and mail sticks on the server so I use Google Mail to receive my mail and for the last 6 months it has worked very well, unfortunately my probs have come back and while I have deleted and remade the accounts several times varying the parameters using ports 25- 465 –110 - 993 but whichever account I use the mail sticks in the Out-box, or if I get it to send there is a time out before it or any mail will come back, the error number is 0X800ccc19
As my email address is @tiscali, I am not quite sure if it should be my tiscali email address in the Gmail properties box or the @gmail.com but I have used both without success so I don't think that is part of the problem.
In my research I have found there is a file which can be deleted it is pop3uidl.dbx but I can not find it as win7 is useless at searching the PC files and always comes back with “No items match your search” can anyone advise? Regards Robert.

After two days and making many new accounts etc etc, the mail started to flow again and was ok all day sending and receiving as it should, then the day after it suddenly stopped again, later that night I started up the PC and everything was working and mail came into the inbox and I could send mail out, so I am wondering if it is a glitch with the ISP who are keeping quiet, whatever its been ok since, so I am putting solved on the thread. Tyler
