It means the hard disk is failing. You need to get the data backed up ASAP.

I mean what should I be doing to resolve 'DST - failed - Electrical Element' so that I can clone the drive.
That I do not know. You may have to wait for an answer via: DST - failed - Electrical Element. Disc clone fail... - Seagate Community Forums
I can provide some other alternatives to back up data, though:
Copy & Paste - in Windows Recovery Console
Backup Files Using PartedMagic
PhotoRec - CGSecurity
So I bought a same size replacement hard disk, installed Windows 7 ultimate x64 on it. During the OS install (initial system check) it complained about the original boot disk. When Win 7 x64 booted, it did a quick chkdsk of the old boot disk and I was able to copy off some application data. Since then I've been re-installing applications.
What is recommended to use to backup the boot disk, either app data (C:\Users\username & C:\ProgramData) or the entire disk, since the OS files and permissions make things rather tricky? I have backup software for my data disks.
