    Boot to System Recovery Options . Try Safe Mode with Command Prompt. In the command prompt .... enter the command ....
    start msconfig
    It will open the system configuration window, with the "general" tab selected.

    • Click the "startup" tab. Click "Disable all" > Apply > OK.
    • Click on "services" tab. Check the "Hide all Microsoft Services"; Click "Disable all" > Apply > OK

    Then try to boot again normally. Is it failing still?

    If so, or if cannot do it at all, test your RAM modules for possible errors. Run memtest for at least 8 consecutive passes.

    If it start showing errors/red lines, stop testing. A single error is enough to determine that something is going bad there.

    Can't boot properly at all. Only off monitor and quiet system.
    I got it to the startup ASUS splash once and it hung at the next screen after I tried to go to advanced boot options.
    And I already ran memtest on this RAM a few days ago should I really go again?
    I only ask because it takes so long.

    For a non-bootable system, it will be the best that you follow gregrocker. I will request him to have a look at your issue.

    I would not Recover the Factory Install which is always the worst possible install of Win7 one can have, especially bad with the poorly written Asus bloatware. They have great hardware but horrendous software. Most tech enthusiasts won't run the Factory Install anyway and it so happens we specialize here in getting a perfect Clean Reinstall - Factory OEM Windows 7 and keeping it that way.

    In your case I'd reset the BIOS to defaults first, then check the SATA controller is at AHCI. Then I'd go an extra step to wipe the HD with Diskpart Clean Command from the provided installation media's System Recovery Options Command Line, just in case bad code is involved.

    Pay close attention to how drivers are handled in a driver-complete OS as forcing drivers Win7 doesn't want can cause problems.

    Hopefully resetting the BIOS to defaults will allow you to boot media which is known-good because it will boot on another PC. In that case I'd go ahead and do the memtest for 6 passes minimum. You will need to boot the Win7 installation media anyway. If it can't be made to boot then Partition Wizard boot CD should autostart at reboot to wipe the HD from its Disk tab. Likewise if you can't perform the step with Win7 disk to rescue any files, Paragon Rescue Kit Free Edition 11.0 Free should also autostart to copy out your files to USB media.

    Ok I reseated the CMOS battery and booted it up after. I'm in BIOS and I'm looking under SATA config correct?
    All slots are currently IDE. It says ports 1-4 (HDD is on 1) are capable of AHCI if I have the driver installed. The option isn't selectable currently but I found a tutorial on swappingit should I go through with that before wiping the computer or after?

    Enable AHCI for the HD which driver will be provided during install. Unplug all other drives.

    Follow closely the steps for Clean Reinstall - Factory OEM Windows 7 as we can only promise a perfect install to the exact extent you follow and then stick with those steps, tools and methods.

    Working on swapping from IDE currently, on a different computer.
    Downloading the files I'll be needing for all this, as well.
    Is all this stuff do-able from DVDs / USB because that's all I've got right now.
    Also; my tower doesn't seem to have the sticker the tutorial mentions, would the OS listed as the default for my system on the ASUS website be correct?

    I'm a bit nervous to be doing all this but honestly I've nothing to lose. Thank you for your help! Hopefully it'll work or at least point me to what the actual issue is.

    Edit:
    Downloaded EBCD and burned it in order to swap to AHCI. The computer won't boot anymore, merely starts quietly (as before), the monitor receives no signal and it just...stays like that until I turn it off.
    I did notice a staggered whirring, as if a fan or something was starting up and then stopping over and over? I checked all the fans and all the visible ones were running fine.

    After going though this post it comes to mind this might just be a hardware issue. Have you tested the ram? I would start out with 1 stick installed at bare minimum specs and see if it can be booted. Clear the cmos again. After that it might be (though not as likely) a low voltage issue. If you can "barrow" another Power supply from a friend or perhaps have yours tested at a local shop (many will do this at no charge but be sure to ask first).

    the varying fan noise might be a dvd as well. make sure there are no disks in the drive while testing. A corrupt cmos will look to the cd for repair on many motherboard models.

    Another thing to note is to look at the motherboard itself for leaking or bulging capacitors. I have had two this past month that were Asus boards with blown caps. both were less than 2 years old but out of the 1 year warranty.

    Unless you know for sure the existing OS was installed in AHCI, then you cannot change to AHCI and expect the existing OS to boot, without taking extra steps in AHCI : Enable in Windows 7 / Vista. I only gave you this step for reinstall.

    If Win7 came preinstalled on the PC then it will have a COA sticker somewhere which needs to have a readable Product Key to reinstall. The key on there now is a the factory batch key which cannot be used by you.

    Did you say the PC booted? Are you now in WIn7? How is performance? If not run Startup Repair and report back results.
