What are you trying to do?

I use Restorator 2007 but it's not free, they do have a 30 day trial.

Why you can't? What error does it give?
Take into account that if the file is open by explorer, you can't save the changes and will need to modify the file from outside the OS.

You will want to make a copy of the Explorerframe.dll, on your desktop for instance, and modify and save that. Then rename the original as a backup, and replace it with the modified one (you may have to take ownership of the original). retart PC to see the changes. A Guy
