Windows 7: temp folder in c:\users

It is normal, theterrier, for Temp, Tmp, Systemp, Temporary Intenet files, etc to accumulate in Windows. They do get recreated if they are deleted. Their purpose is to allow actions to run quicker upon using, say, Media Player again. Some Temp folders get emptied at reboot, some are persistant. Each user will has some associated with their account on the PC.
Download CCleaner, it has the option to delete temporary files, cookies, recycle bin, etc.

Temps are part of computing. They are their to speed things up. You can remove them or wait for a reboot. As far as I know they can't be stopped from creating themselves again.

The TEMP folder has other folders in it, App data, desktop, documents,downloads, favorites, links, music, pictures, saved games, videos.
They are all empty it is only the App data folder which has sub folders where the NTUser.dat is. I dont know how to check my environmental variables.

I use CCleaner sometimes I think this is partly to do with my problems

What, exactly, is the problem? I thought you wanted to get rid of temp folders.

I do but CCleaner doesn't get rid of it, I have deleted it but when I use an application it returns

I don't know how much plainer we can be. Windows creates temporary folders to store......erm, temporary files.

They are part and parcel of Windows and I just don't understand why you're so hung up on them. As fast as you delete them, Windows will recreate them.

Just accept the situation as it is and enjoy your computer.

In brighter terms - Leave them alone since if you delete it a new one will be created - Ccleaner will delete the contents of the folder but not the folder itself

Don't navigate to where you see 'em. They are harmless and needed for any Windows OS to run. If you find a way to make them go away, How to Post in BSOD forum.
