I am trying to access Computer Configuration on a Windows 7 32bit

Do you mean from within the Local Group Policy Editor??
If so, you will need to be logged in as an administrator, and open the Local Group Policy Editor. Afterwards, you should be able to expand (double click) the Computer Configuration folder for this.

Do you mean like setting up parental controls, admins vs standard users, and passwords for login?
If so its Start>Control Panel>User Accounts and Family Safety

Thank you for your help and time! That is not exactly what I am looking for, though. I need to:
Create a folder, and then using user rights, limit testdude's right to only be able to read files located within the folder.
I have made the user account, testdude. My book says to access user rights I go through Computer configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignment node of Group Policy. I have not been able to accomplish accessing the computer configuration.
My version of Windows 7 is Home Basic

Ah, ok. I see what you are wanting now.
For this, you could use the tutorial below to add "testdude's" user account to the list in the Security tab, select his user account, then check the "Allow" or "Deny" box for whatever you do not want him to have permission to do for this folder and it's contents. The Deny option will override "Allow". :)

Just be sure to not check "Deny" for the "Users" or "Everyone" groups. That would include your user account as well.
