W7 doesn't successfully cold boot?

What were the results of the hardware tests?

Try resetting BIOS to defaults after noting the SATA controller setting: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS

Run a few Startup Repairs from the booted installer.

If the problem didn't exist before you did the repairs which moved the System Boot files, then back up with a System image, Mark C Partition Active then run Startup Repair - Run up to 3 Separate Times to reflag the System to System Reserved partition.

I notice someone removed the System Reserved label from that partition. If you messed with it in any way like formatting, then you may need to manually copy the System boot files from C (after unhiding System files in Control Panel>File Options>View) to System Reserved, temporariiy giving it a letter in Disk Mgmt for this purpose. The run the Startup Repairs again until it boots and SysReserved holds the System flag.

All the hardware tests seemed fine. I have this atipcie.sys stuck in my head. I did all the tests I could chkdsk, sfc /scannow in safe mode, memory tests. Everything says ok. So waiting on doing a clean reinstall until I make my mind up on the cost of SSD or not. I decided to buy a $24 NVidia Geoforce Video card and installed it, disabled the on board ATI. In anycase my WEI was at 4.2 because of the onboard video, but the processor and ram were at 7.4. So maybe this will increase the WEI and it did cost much.
I will play with it and if it still fails on cold boot I will follow your instructions and try to get things back to normal.

From the repair that Gregg is showing, it might be almost as difficult and if the System got overwritten, then it becomes very scary for me. I think I will take his and your advice on the clean install. Want to see if it still fails tomorrow morning . With the new video card install, it shouldn't be any harder should it???

The System would not get overwritten or I would not advise it. If you didn't format System Reserved then the boot files are sitting there - give it a letter in Disk Mgmt and explore to see - ready to be reactivated by moving the Active flag there. It may not even require the 3 Startup Repairs.

I would try this first even if you reinstall so we can see if moving the Boot Files can cause the issue you report. It will help others to know. Just wait until you are ready to do the reinstall to try it first, as an experiment. And I know you like experimenting

Well I have poor timing!! I decided to do a clean reinstall, before I just logged back in while doing the tutorial. Well in got to 123 of 124 updates before it got an error and said it needed to reboot, the reboot did not go well. Before shutting down it did the update, rebooted and got to 32% of the restart setup and locked up. Telling you specifically not to turn the computer off!!!!
I don't know what the problem is, any ideas?? Bad drive, bad install?
Sorry I didn't see your last reply before I started....... I guess, what is the prudent explanation of the failure and what should I do next?
During the prep I say what I thought was strange, the main boot drive had the two partitions and an unused space of some amount. I deleted all the partitions and created partition, it added the System Reserve partition and it showed 0.0 Entry of Unallocated Space? I formatted each section but it went very quickly so I did it again....

Glen are you using the latest official installer with SP1 provided in Step 1 of Clean Reinstall - Factory OEM Windows 7. That sounds like way too many Updates.

If not I would do it over.

Just keep plugging away at Updates as they tend to resolve themselves soon enough. If not use the System Restore point they set, and start again.

I used one I made this month with the SP1 updates. I kinda get lost with that slipstreaming stuff!!
I hit the reset button and when it rebooted I was IN fully setup, I went in, "it had the Windows NVidia updates", but needed 4 more. I let it update, but I am not comfortable without doing it over. I was thinking that the Hirens BootCD has a utility maybe to either format or kill the the drive before I do the install again.
Guess I may have to read up on the slip streaming tutorial!!??!

When you boot into it, on first screen press Shift + F10 to open a Command Line, run Diskpart Clean Command.

Then close Command Box, click Install Now.

Use only the tools and methods in Clean Reinstall - Factory OEM Windows 7. Take time in between each batch of Updates and program install to monitor any peformance changes. This will make the install itself diagnostic.

Thanks very much Greg! That will help. So there is still hope that it failed to boot initially and several more times, that it may have been the updates and not necessarily a bad drive?
Going to start tomorrow and I will attempt to follow the instructions.
It eventually update over 140 files, I added MSIE. Endeavor to persevere!
