No, it is not a bug. It is called keyboard focus for those who use the keyboard to navigate. Shockingly not everyone can use a mouse.

So using arrow keys when the desktop is selected is not keyboard focus?

for firefox:
go in about: config (typing in the address bar), right click and create the key value digital browser.display.focus_ring_width 0. and restart Firefox.

Ease of Access Center -> Make the keyboard easier to use -> Underline keyboard shortcuts and access keys

The image on the left is the PNG I'm trying to make into an icon. The size of the original PNG image is IDENTICAL to the size of the thumbnail as it appears on my desktop, 108x108. I used CONVERTICO and I also used IrfanView to convert the PNG into an ICO. The ICO is the image on the right. It is scaled down, and with a border.

Nothing I do seems to be able to make the ICO on the right look like the PNG on the left. It's driving me bananas. I've tried using an original PNG at 800x800, 500x500, 400x400, 300x300... nothing creates an icon that looks like the PNG thumbnail.

Please help! I can't stand not being able to fix this!!!

Click on an empty space in your desktop. Hold on Ctrl and scroll the wheel on your mouse down to reduce the size of your icon. Done.
