PC is taking forever to shut down and log off

The last few days my PC has been taking a very long time to shut down and log off.

And now it wont shut down at all.

I ran Malwarebytes and avast in safe mode and everything seems fine.

Any advice would be greatly appreciated.

Try using clean boot to determine the cause

Go into clean boot. If the computer works, put several services back at each boot to determine the cause.
