snap
A minor thing I know, but when I drag a window to the bottom of the screen it does not snap to full height like it supposed to do.

Try draging it to the top.

This link tells that the bottom snap is supposed to do the same as the top. If you have a window open [not full screen] it is supposed to make it full height. I thought I tried this when I first installed 7 and it worked, but now I cant seem to get it to work
Dont even worry about that, just hold down the windows key and then use the arrows; up. down, left or right.

Here's the exact quote from the website you read:
It's poorly worded, but the "dragging" here does not mean click-and-drag the entire window using its title bar - it means click-and-drag the top or bottom edge of the window until it touches the top of the screen or the Taskbar, respectively. In other words, click-and-drag when your cursor turns into an up-down arrow.Dragging a window to touch the top or bottom edge of the screen maximizes it to full height while retaining its width; or pull it off and the window returns to its original height.
