That's a nice if odd place for a added molex on the mobo. Likely it won't be needed and I like to keep as much voltage of the board if possible using the PSU as much as humanly possible for these types of connections .....just me.

Windows 7 should recognize the hardware if the bios is up to date.. or as up to date as possible. I've successfully installed 32bit 7 to much older hatdware than that. I don't think the utility disk will work though, but the only way to find out is to assemble a box and see if it works. If not, there's always XP.
