W7 and Vista - No Network

I am a novice on Windows 7 and especially in Network setup.

I have 2 desktop computers, one running Windows 7 and the other running Vista. My W7 computer had a hard drive failure and I installed a new drive and upgraded to Windows 7. After the upgrade my network is distorted. The map shows the W7 computer connected by a solid double green line to "?". From the "?" it is connected to the router. Then it is connected to the internet. The Vista machine is connected via a dashed double green line to the router, then to the internet. I can't ping* either machine from the other. Both computers connect to the internet without problems. I can only print from the W7 machine where my two printers are connected.

I went through the procedure to install new user accounts on both machines but the problem persists. Any ideas?

* I ping using the following: c:\users\[computer name] ping 192.168.2.5 or ... 0.2 or ....0.3

i tried to solve my friends problem by using the following
start your machine in safe mode
login as administrator
start cmd.exe
type in "netsh winsock reset" then press enter
restart your machine in a normal way to see if the problem is solved.
