how do you know that?

go to services and make shure windows firewall service is started an have autostart enabled.

then run windows filrewall as admin.
also make shure you don't have any kind of malware on your comp which may prevent this service to start.
also disable your personal firewall if any.

if u need security tool download kaspersky AV for windows workstations MP4 an do full scan.
