Can I Create Submenus In The Start Menu?

I want to create submenus in the LEFT panel in the Start Menu, but pinning a folder just creates a shortcut to explorer....I am willing to download first-or-third-party software to do this. I am running Windows 7 Home Premium x64.

I have looked all over the web, and these links, and I still haven't found what I want to do.

This is essentially what I want (roll the mouse over to expand submenu), except I want to create custom folders.

Seems that it's not possible(at least without a serious registry or code hack) to do exactly what you want: technet.microsoft.com. Would you settle for this: add custom folder library to start menu?

So the second link basically adds a new library to the right panel of the start menu?
I would imagine it would be simple for someone to create an application that supports submenus, just like Google Chrome does with its submenu with the "Most Visited" and "Recently Closed" tabs (as in the picture I posted above).
