It is a journal file. It captures the changes you make to your document in case there is a crash of the app. Then when you reopen the file it will apply the changes to your document from the journal file if it exists. It only dumps to this file every so often, so some changes may be lost.

A tilde is sometimes confused with a swung dash (usually lengthened to ～) which is used in dictionaries to indicate the omission of a word.
It's an abbreviation.

No it doesn't. The OP is talking referring to a word file whose name starts with a tilde.

Yes it is as GeneO explained, it is a temp hidden file and will disappear when the Word doc is closed. As for the ~ in the file name, I dunno why. Maybe to use so the system recognises it as a temp updateable file.
