Solved Big problem with Windows 7 themes

I have been trying to change my Windows 7 theme, specifically to either Soft7 1.8 for Windows 7 by =AP-GRAPHIK on deviantART or Celestica by *sergiogarcia9 on deviantART. I can change the start orb fine but whenever I try to change the theme I get the usual 'Please wait' but then it goes to Windows Classic. I have checked and the themes service is running. Please give me any ideas you have on how to fix this. Thanks.
