Is it normal for pc to take longer to restart then to boot?

Pc taking allot longer to restart, than to start up, can anyone help?

Let me explain, I just noticed that when I restart my pc, the restart precess seems to hang at the motherboard screen for more then 3 times the time it does when I boot the pc from being switched off(a good 15-20 seconds at Mobo screen on restart).

The problem is I think it only started doing this after I accidentally uninstalled a hard drive driver and the pc shut down(and I think restarted). The hard drive seems fine now, the driver was reinstalled, I'm just a little concerned I could have caused a problem, or is this normal?

So the question is simple, Is it normal for a pc to take longer(at least 3 times) at the motherboard screen when you restart then when you boot up from an off position. If the answer is no then I suspect it could be something I've done to it, as I never noticed it taking that long before.

My basic pc spec is:

i5 2500
assus h67
8gb ram
560ti

I just checked, when I start up the pc normally it stays on motherboard screen for 6 seconds, when I restart it stays on the screen for 24 seconds.

A restart (warm boot) should be faster because it skips POST, doesnt initialize devices, doesnt map RAM...

Its possible an app is not exiting properly. The hard drive driver should remain loaded in memory in a warm reboot, so shouldnt cause an issue.

You can try do a bit of analysis. First try a clean boot procedure with a warm restart.

I found out what is causing the slow restarts, its my usb network adaptor, for some unknown reason when I unplug it my pc starts fine, but when its inserted I get this hanging issue at the motherboard screen when I restart.
I just switched from a wired connection to this the other day, I have no clue how to fix the problem, I had to use a very long ethernet cable for my wired connection and wouldn't want to go back to using that.
At least now I know what is causing the problem.

Thanks for the advice, I did follow the first suggestion in its entirety before I realised it was my usb card, of course I unplugged it first because I new that I would be disabling avast, so when I unchecked all the boxes I naturally assumed it was one of those programs causing the issue.
