Critical help needed - "The feature you are trying to use is on..."

I've been having this odd installation problem for quite a while now and it's now starting to cost me more than just time.
At the moment, I'm experiencing some sort of... errr... error during a majority of all of my installations. When ever a program (such as open office) installs, a dialog box will appear that says "The feature you are trying to use is on a CD-ROM or other removable disk that is not avalible" and it will request .msi files that are seemingly unrelated. Should I cancel, the entire installation process is finished and that's that.
Now, I have a dialog box right aside me (I'm installing open office) and it asks for the "Microsoft Visual c++ redistruable x64 9.0 30729.4148". When I click Browse, it shows that it needed this "vc_red.msi", which I download just to see if I could appeal to whatever it wanted. Well guess what? That annoying windows installer dialog box says "...\vc_red.msi is not a valid installation package for..." and I can't continue.
Seriously now, all I wanted was a decent-ish program that I could use to type a report for my class tomorrow and I couldn't even do something as simple as that :huh:.
As a side note: this problem persists when updating windows. yes, important/optional updates for Windows will actually be blocked by said dialog box, but that's for another time. This report I need to type is rather mission critical.
