Solved Need Help With PC to TV via HDMI

I got a new 37" panasonic 1080p LCD TV I use a hdmi cable for my pc to tv I only have the top half of my taskbar as you can see in the screenshot below I don't know how to change it so that I can see it all i have tried changing Resolution that didn't not work I've got the Resolution on its recommended settings witch are 1920 X 1080 and i have a Nvidia GeForce 310 with the lastest update

Did you try adjusting the picture size (screen fit, wide fit, 4:3, 16:9, etc.) settings on the TV?

Now, is the picture showing the same for both laptop and TV or just the TV?

That's a TV setting. I did this with my dad's laptop. I disabled the laptop screen and he uses the TV as a primary monitor. You need to adjust either the zoom setting or the format size setting on the TV.
