Start bar always on top in full screen flash applications

hi, im using windows 7 64 bit - I have a very annoying issue when using certain applications in full screen, the windows taskbar stays on top --- I think its something to do with flash because I remember it only started happening after installing a new version (some time back, maybe it was a beta I dont know?).
it doesnt happen when using VLC player in full screen but always happens when I try and fullscreen a youtube or vimeo video, and also I just downloaded the game 'machinarium' and it happens also

any idea on how to get it to go away? I have just tried uninstalling flash and installing the latest one again but it didn't seem to change anything

I have the same thing happen when using Flash Player or other apps where ok / cancel / apply buttons are covered by the taskbar. To be able to access all of the controls of the flash player I just hide the Taskbar - Taskbar Auto-hide - Turn On or Off then unhide when done using the offending application.
